The hubs on these pumps are pressed on, and can be removed ith the hub puller for an alternator or generator. However, you state the PULLEY won't come off? This should be a close (non-interference) fit to the shaft extension through the hub, and held on by the 4 bolts. If this is stuck, you need to use the power of the propane torch and some penetrating solvent, and then tap with a dead-blow hammer to pop it off.
