I would be really surprised to see if it is Tetra-Ethyl-Lead, and that someone would sell it to any entity other than a genuine business. This stuff is EXTREMELY toxic if breathed on gotten on the skin. It can cause "chemical pnuemonia" and other really bad side effects! There are some other additives which supposedly provide the necessary lubricity for valve seat and valve life. Lubrizol makes some stuff they stick in M-100 Diesel buses for California that can be bought. This may be what you are speaking of. As for T-E-L, I would be VERY careful if you actually get ahold of some.
