Sand blasting if done correctly will remove all rust. A good sand blasting business will be extremely careful about warping panels and in some cases will not blast the turret or other panels likely to warp from excessive heat. You must immediately etch prime your car after blasting to prevent oxidation (rust) and it is a good idea to blast and paint on a dry day. Plastic bead blasting is also good but it does NOT remove all rust. You don't need to etch prime immediately after bead blasting as the blasting leaves a 'plastic' film on the car. In both cases though, it's a bugger to get all the media out of the car.
