I have looked at "the book"and I think you are adjusting the end play by effectively lengthing or shortening the axle tube. When the bearing is on the shaft it goes on x far. When you fit everything and measure the end play you have to lengthen or shorten the tube to adjust the effective axle length. Please bear in mind I have never done this and I am not sure I want to. So take my opinion with caution.
