It could be that the bore is "scuffed" on your carburetor. Take it off and remove the lid and drain it, and then feel the surface with your finger. If it feels rough, then polish it with a Scotchbright pad (piece torn off to fit against your finger), followed by a piec of emery cloth. Then clean everything well with Brakeclean and reassemble and use a small amount of vasoline (I mean SMALL) on the surface of the leather pump cup. Fill with gasoline and try it again. This should fix the pump "sticking". Don't forget to make sure the corrosion is removed off any linkage pieces as well.
