If you have a good battery and decent cables the next step to ask is. Is this a car that has set for a lonnng time and is the starter bushings either gummed up and or siezed? And is the armature O.K. These things can be checked on a work bench at home or a decent repair shop can do a nearly free bench test. A couple of bolts removed and take it to them. Good luck.
