The valve your talking about is the residual pressure valve. It's purpose is to keep a small amount of pressure in the system after brake application to keep the wheel cylinder cup seals expanded and help prevent leaks. A faulty valve could keep to much pressure in the system and keep the brake slightly applied. Removing it would test that, but don't drive the car with the brakes that way, as the pedal height will most likely be reduced. The kits we sell at NAPA generaly include a new valve.
