OK...I am going to put a bid in on the "brake shoe(s) corroded to the drum" answer. I had this happen to me once (a rear on a Dodge van) when it sat in one spot for about 6 months. Takes some time and some ground humidity to make it happen, but I can tell you now you are going to have FUN with removing this brake drum. Plan on 1) A torch for heating, 2) LOTS of penetrating oil, 3) a handy supply of swear words (check your local golf course for availability), 4) a pair of large flat blade screwdrivers, and 5) a hand sledge (Birmingham Spanner for the Brits) for persuasion.
