I have a 58 Plymouth, and if the front ends are the same then the torsion bar inserts into the control arm. While I think you can release the tension from the other end there is an easier method. With the front up on stands remove the drum, cylinders, and brake plate. Then slightly raise the control arm with a floor jack. It is best to use one with a broad base. If you use a jack with a narrow base it could kick out. Then pop the lower ball joint. When you lower the jack you'll release the tension on the torsion bar. BTW, there is a special socket that fits over the ball joint to remove it from the control arm. They thread in, and do NOT like to come out. Plan on sweating a bit to make this happen.
